Cooal-Ce is the judicial capital of the Galansaerns confederation. Its urban layout is reminiscent of the old European cities that hugged river bends.

The population is largely mobile, arriving from many cities and departing within days--a few super-suburbs ring the city, but its main agglomeration is an "eingebaute" collection of buildings meant to serve the juridical needs of the federal government.
